E 18 Kristiansand-Grimstad åpnet i august 2009. Den 38 kilometer lange firefelts motorveien, med blant annet 61 broer, 16 tunneler og 11 toplanskryss, er fortsatt Norges største veiprosjekt noensinne.

Inngå kontrakt med Vedirektoratet (Statens Vegvesen) om prosjektering, bygging, finansiering, drift og vedlikehold av vegstrekningen E 18 fra Grimstad til Kristiansand, og å inngå alle andre dokumenter og å utføre alt som står i forbindelse med gjennomføringen av dette prosjektet, herunder inkludert (men ikke begrenset til) å inngå avtaler med lånegiver for å finansiere bygging, drift og vedlikehold av E 18, samt leverandører, entreprenører, og drifts- og vedlikeholdsselskaper.
