Stiftelsen skal tilgodese allmennyttige og gode formål inne ulike områder hvor bidraget kan utgjøre en forskjell, herunder innen forskning, i tråd med de samfunnsinteresser giver Per Sand har hatt et engasjement og interesse for. Stiftelsen skal tildele gaver til ovennevnte formål hvor midlene vil medføre målbare resultat innen det aktuelle området.
