Kommunene Evenes, Gratangen, Harstad, Ibestad, Kvæfjord, Lavangen, Narvik, Salangen og Tjeldsund har gjort vedtak om å organisere Midtre Hålogaland friluftsråd som Kommunalt Oppgavefellesskap (KO) etter Kommunelovens kapittel 19. Friluftsrådet skal i samarbeid med deltakerkommunene, andre offentlige myndigheter og organisasjoner, fremme allsidig og miljøvennlig friluftsliv i den regionen deltakerkommunene omfatter, til beste for befolkningens trivsel og helse.
