Legatets formål er å gi stipendier til personer i Nord-Norge som etter søknad viser at de gjør en fortjenestefull innsats vedr. egen utdannelse i og/eller egen utøvelse av sang og musikk. Legatet skal også etter søknad kunne gi økonomisk støtte til Harstads sangforeninger, musikkorps og orkestre. Unntaksvis skal legatet også kunne gi støtte til sang- og musikkarrangementer i Harstad.
