Stortinget har oppnevnt Sivilombudsmannen for å ta vare på den enkeltes rettigheter i møte med forvaltningen. Ombudsmannen arbeider for å gjøre offentlige myndigheter bedre, og bidra til at disse respekterer og sikrer menneskerettighetene.

Stortingets ombud for kontroll med forvaltningen (Sivilombudet) skal føre kontroll med den offentlige forvaltningen og alle i dens tjeneste for å hindre at det øves urett mot den enkelte, og for å bidra til at forvaltningen respekterer og sikrer menneskerettighetene. Sivilombudet arbeider også for å gjøre myndighetene bedre, styrke tilliten til forvaltningen, og for å sikre at offentlig forvaltning respekterer og sikrer menneskerettighetene. Kontrollen skjer ved behandling av klager fra borgerne og saker som tas opp på eget initiativ. Sivilombudet besøker også steder der mennesker er frihetsberøvet, for å forebygge tortur, umenneskelig og nedverdigende behandling.
