Ularmfestivalen i Kongsvinger skal årlig (så langt det økonomisk lar
seg gjøre) arrangere en kulturfestival i Kongsvinger, for ungdommer
hovedsakelig fra Hedmark. Festivalen skal være en arena for
kulturinteresserte ungdommer innen men ikke begrenset til teater,
musikk, dans, sceneteknikk og kulturledelse. Det konkrete konseptet
for festivalen utarbeides før hvert års festival.
