Hvaler er en øykommune som ligger sørvest i Østfold, ytterst i Oslofjorden, på østsiden av fjorden, syd for Fredrikstad. Kommunen består av 833 øyer, holmer og skjær over 20 m². Største tettsted er kommunesenteret Skjærhalden, som ligger på Kirkøy. Fra Skjærhalden til Fredrikstad er det ca. 28 km.
