Tildeling av midler til Frelsesarmèen i Skien til barne- og ungdomsarbeid eventuelt liknende arbeid innen Frelsesarmèen. Under ellers like vilkår har de som kan vise til slektskap med Hjørdis Nærum Nilsens slekt, uansett bosted, fortrinnsrett til hjelp. Unntaksvis kan det gis støtte til organisasjoner/institusjoner til tiltak som nevnt ovenfor, likevel ikke for å lette skolens eventuelt kommunens budsjett.
