Fondets formål er å støtte tiltak som ivaretar vilkårene i Arne
Stangebyes testamentariske gave til Fredrikstad Museum.
Fondstyret har videre adgang til å gjøre innkjøp av bildende kunst og
kulturhistoriske gjenstander med lokalhistorisk interesse. Dog kan
det ikke bevilges til et enkelt prosjekt mer enn 25 % av det til
enhver tid gjenværende beløp.
