Selge og yte tjenester forbundet med avfall, herunder innsamling av avfall fra husholdninger og næringsliv, drift av avfallsmottak og gjenvinningsanlegg, samt utvikling av industriområdet på Grøtnes. Ha ansvaret for innsamling og transport av komm- unalt avfall for medlemskommunene. Det skal overta andelskommunenes ansvar for å disponere forbruksavfallet på en miljømessig forsvarlig måte.
