En formidlingsinstitusjon for billedkunst og kunsthåndverk. ØKS har som formål å: - Være kontaktledd mellom billedskunstnere/kunsthåndverkere og offentlige og private i instanser/publikum. - Stimulere til økt bruk av, kjennskap til og forståelse for billedkunst og kunsthåndverk. - Skape og formidle arbeidsoppgaver for kunstnerne. - Stimulere til et faglig og sosialt kunstmiljø. - Sikre kunstnernes ytringsfrihet. - Organisere utstillinger, formidling og informasjon som bør komme hele fylket til gode, være varierte og sikre en rimelig fordeling mellom billedkunst og kunsthåndverk.
